1. Make sure you are using the correct MySQL® hostname, it should be your domain_name.com or your server's name.

2. Specify your MySQL username and database with the correct prefix. For example, your cPanel username is sample and the name of your database is table, the database correct prefix is sample_table.

3. Allow the remote host to access your database. You can configure it from cPanel>Remote MySQL.

4. You must be connected to the TCP port 3306.
